Landfill and water treatment projects on council agenda

Eleven bylaws will be up for second and third reading at today’s meeting of Lethbridge City Council. The meeting starts at 1:30 p.m. at City Hall.

One of those bylaws, No. 6307, calls on city council to give its go-ahead to borrow money for Waste & Recycling Centre Landfill Gas and Leachate Management.

Total borrowing required for the project is $6,592,000. The purpose of the project is to capture landfill gas, manage leachate and reduce greenhouse gas emissions from the landfill prior to regulatory changes requiring reductions.

City council will also consider a recommendation that $6,418,000 be borrowed to complete a project aimed at improving the reliability of the water treatment plant medium voltage electrical systems, improve the safety of plant personnel and mitigate the risk of customer impact of water shortage due to power supply failures. Total cost of the project is $7.5 million.

A third request calls for council to approve borrowing of $2,946,000 from 2022-25 to complete biosolids treatment upgrades at the wastewater treatment plant. The purpose of the project is to increase the performance and improve reliability of this system allowing for continued growth and development of the city and improving wastewater operator health and safety.

Council will also consider borrowing $3.4 million to complete a project to upgrade the wastewater treatment plant bioreactor aeration blowers. This upgrade is designed to improve the reliability of the wastewater treatment plant bioreactor aeration blower system and reduce power usage of the system.

Council will also be asked to give second and third reading to Bylaw

6317, which calls for the borrowing of $3,453,000 for Stage 1 of a project to upgrade the existing North Scenic Drive rural road by adding a roundabout at Uplands Boulevard and upgrading the road to an arterial cross section northward to Grace Dainty Road.
